I don't think it's super rare. I'm only one year in and I already have B cups (since Nov as I recall), plus my lead doctor says they will keep growing.
Though I've never heard of bottom surgery as a boost for breast growth. 😅
That's a nice thought, because if they don't grow up to that C, I'll be getting a BA.
